The Challenge

The U.S. Navy's MFOM Program was working to strengthen its ability to operate using Agile and SAFe practices across multiple roles within the organization.

Successfully adopting a new way of working required more than introducing processes or terminology. Leaders, product managers, Scrum Masters, and delivery teams needed a shared understanding of how the organization should plan, prioritize, coordinate, and deliver work.

The challenge was to build that understanding across different roles while connecting SAFe concepts to the realities of operating within a complex government program.

What We Did

We developed and delivered a coordinated SAFe training program designed to build capability at multiple levels of the organization.

Training included:

  • Leading SAFe, providing leaders and stakeholders with an understanding of Lean-Agile principles and how to lead within a SAFe environment.
  • SAFe Product Owner/Product Manager, strengthening the ability to manage backlogs, prioritize work, understand customer needs, and connect strategy with execution.
  • SAFe Scrum Master, preparing Scrum Masters to facilitate team execution, remove impediments, improve flow, and support teams within the larger program.
  • Practical discussions and exercises connecting SAFe concepts to the MFOM Program's operating environment.

Leadership

Understand how to lead within a Lean-Agile environment.

Product Management

Connect priorities and customer needs to execution.

Team Delivery

Enable Scrum Masters and teams to execute effectively within the larger system.

Rather than treating each course as an isolated training event, the objective was to establish a common language and shared operating model across roles.

Leaders could better understand how to guide the system. Product professionals could better understand how to prioritize and manage work. Scrum Masters could better understand how to support execution. Teams could then operate within a more consistent framework.

The Impact

The training built SAFe knowledge across multiple organizational roles and gave participants a common foundation for understanding how work should move from prioritization and planning through team-level execution.

One Shared Way of Working

By developing capability across leadership, product management, and delivery roles, the MFOM Program was better positioned to apply Agile and SAFe practices consistently rather than relying on isolated pockets of knowledge.

Most importantly, the engagement focused on building capability within the organization—giving Navy personnel the knowledge and tools needed to apply the practices themselves.

Don't just teach the framework. Build the organization's ability to use it.
